En europæisk by er i 1800-tallet belejret af den tyrkiske hær. Münchausen påstår, at han er årsagen til denne belejring. Alle griner bare af ham - undtagen lille Sally. Men han får lov til at bevise rigtigheden af sine påstande ved at redde byen fra udslettelse. Byen skal så bare hjælpe ham med at finde sine venner: Albrecht, verdens stærkeste mand; Berthold, verdens hurtigste mand; Adolphus, som kan se længere end øjet rækker; og Gustavus; der kan blæse hårdere end en tyfon. Byens damer ofrer alt silkeundertøj til fremstilling af en ballon - og således løftes Baronen ud af byen… med Sally som blind passager.
